PROPOSED SOCIETIES COUNCIL FOR N.S.W.
The Photographic Society of New South Wales announces that representatives from photographic clubs in New South Wales will be invited to attend a meeting for the purpose of forming a Photographic Council in this State. Details and date of the meeting and the objects and aims of the proposed Council, will be given in a circular to each club.

PROPOSED SOCIETIES COUNCIL FOR N.S.W.
A circular has now been sent to photographic clubs in N.S.W. giving details of the aims and objects of the proposed council which will be on similar lines to that recently formed in Queensland (see A.P.-R., Oct. 1952). Societies are invited to appoint one delegate for every fifty members with a maximum of four delegates from any one society.

A preliminary meeting has been arranged for Thursday 5th March, at the Methodist Church Hall, William and Forbes Street, Sydney, at 8pm. Clubs are urged to send delegates to this meeting as the formation of a council will prove of lasting benefit to all members.

NEW SOUTH WALES PHOTOGRAPHIC COUNCIL
Dr. A.E.F. Chaffer APSA, was the chairman of the special meeting held on March 5th, to discuss the formation of a Photographic Council. It was decided on a motion by Mr. A.R. Eade that the name of the Council be the New South Wales Photographic Council. Representatives from fourteen clubs were present and from these a committee was appointed to draft the aims and objects of the Council. The committee will place its report before a meeting of the Council on a date which will be announced later.

NEW SOUTH WALES PHOTOGRAPHIC COUNCIL
From Harold N. Jones, Hon.Secretary (pro tem) comes the news that the sub-committee appointed at the Inaugural Meeting has now drawn up a constitution, rules and regulations ready for ratification. It is planned that “Membership of the New South Wales Photographic Council shall be open to properly constituted photographic societies or similar bodies ... shall give consideration to granting Associate Membership to any other association or body in which photography forms a part of their activities”. NEW SOUTH WALES PHOTOGRAPHIC COUNCIL
Preliminary discussions covering several months and many hours of hard work by the various club delegates have finally resulted in the formation of the above Council. During these meetings the delegates, representing the majority of the organized photographic clubs, have thrashed out such contentious matters as aims and objects, constitution, rules, etc. The final drafts were referred back to the clubs and, after minor adjustments had been made, ratified.

At the first official meeting of the newly-formed Council the most important matter finalized was the election of office-bearers, who will hold office until the first Annual General Meeting, which is to be held during the months of March-April, 1954. The election resulted in the following appointments:

It has been realized for many years that a co ordinating body for the various clubs in the State is necessary if photography is to take its place in the community. Most clubs and smaller groups have found it beyond their resources to promote such activities as traveling portfolios and salons and to organize inter-club functions on a State-wide basis. This Council, given full support, will provide that strength and benefit all participating clubs.

Photographic clubs, societies and groups are advised in their own interest to contact the Hon.Secretary, Box 4828 GPO, Sydney, who will be pleased to forward further particulars.

Dr. A.E. Chaffer, who gave valuable help to the Council in its formative stages, was asked to assume the responsibilities of Patron.

The Council is fortunate to have secured the use of the Department of Education Galleries for the Annual Inter-Club Competition from 2nd to 14th December. This gallery is ideal for such a public exhibition and should create even greater interest than in previous years. It is hoped that in the near future the function will develop into an Annual Salon.

The Council is arranging a panel of lecturers and judges whose services will be available to the camera clubs. This should also allow their services to be utilized to the best advantage since in the past certain well-known lecturers have been overburdened with these honorary duties. It would be appreciated if lecturers who are prepared to help in this way and who have not already been approached would contact the Secretary. Calls on their services will be spread over a reasonable period and to suit their own convenience. The scheme should bring to light competent lecturers who are perhaps not well known outside their own clubs.

Other services to the clubs are being considered and will be made available, thus it can be seen that the Council merits the support of all photographic clubs.

NEW SOUTH WALES PHOTOGRAPHIC COUNCIL
A number of well-known judges and lecturers were invited to the meeting on July 12, to express their views on the proposed panel of judges and lecturers. A valuable interchange of ideas followed and it was proposed that a questionnaire be drawn up for submission to the lecturers concerned. This was done and submitted to the meeting on August 9th, for approval. These forms will be circularized and it is anticipated that the scheme will soon be in operation. An interesting provision is for the training of club members as cadet judges with a view to their later becoming competent judges and this should fill a much needed want among camera clubs.

An interesting feature of the Trade Fair by the Photographic Merchants Association recently held in the Town Hall was the display of a large number of salon prints by amateur photographers. These were submitted by member clubs of the Council which was responsible for their selection and judging. The First prize in this section was won by Mrs. Jackson of the Northern Suburbs Camera Club. N. Treatt of the Photographic Society of New South Wales won Second prize and G.E. Eves of the YMCA Camera Circle was Third.

A preliminary circular will be sent to the various clubs advising them of the Inter-Club Competition to be held in early December. Clubs should note that only those clubs who are members of the New South Wales Photographic Council are eligible to compete and it is suggested that clubs who have not done so should contact the Hon.Secretary, Mr. H.A. Little, Box 74, Post Office, Marrickville. The prints will be on display to the public at the Education Galleries for 6 days and a color slide competition is also to be organized. The exhibition should attract a great deal of public attention.

NEW SOUTH WALES PHOTOGRAPHIC COUNCIL
THE ROSALIND MAINGOT LECTURES
The NSW Photographic Council demonstrated in a practical way the assistance it can offer to camera clubs in this State when it sponsored, on October 6th, in the Assembly Hall, Sydney, a lecture by the distinguished English color photographer, Mrs. Rosalind Maingot FRPS.

The gathering at the hall was one of the most representative audiences ever to attend a function of this nature in Sydney, for it included, in addition to the many members of metropolitan and near country clubs, an unusual number of professional photographers and people associated with the photographic trade, as well as members of the medical and dental professions.

The lecture devolved upon the theme of colored artificial lighting as a means to obtaining special pictorial effects in studio photography and during the course of her talk Mrs. Maingot was able to illustrate by the use of singularly beautiful color transparencies, many of them charming studies in high key, some of the finer points of color harmony and studio lighting techniques.

The talk was repeated in the Upper Melbourne Town Hall on October 13th before an audience which filled the hall to capacity. On this occasion the sponsoring body was the Victorian Association of Photographic Societies.

Mrs. Maingot departed for England on 16th October, and will visit the United States on the way home.

BIOGRAPHICAL NOTE:
Rosalind Maingot FRPS, is a member of the Royal Institution of Great Britain, a purely scientific body under the patronage of H.M. The Queen. She is a member of the Honors Committee in color photography for Fellowship and Associateship of the Royal Photographic Society, a member of the panel of judges in all the main photographic exhibitions in Great Britain, and a member of the Oval Table Society of New York. She is very well-known in the United States, where she has judged the color sections of several major exhibitions.

Mrs. Maingot, the wife of Dr. Rodney Maingot, Mcllraith Professor of Surgery, who was recently lecturing in Sydney and Melbourne, was the founder of the Medical Section of the Royal Photographic Society. Her recent exhibition in the Kodak Galleries in London was on display for some two months.

Minutes of the 1st October 1958 - Mr. K.L. Aston proposed a notice of motion that - The name of the Photographic Council of NSW be changed to the Federation of NSW Camera Clubs on the grounds of the fact that the present name does not convey the status and activities of the body.

Minutes of the 5th November 1958 - Notice of motion re change of Council name to the Federation of Camera Clubs (NSW) - Mr. Aston spoke on his Notice of Motion and it was seconded by Mr. Short.

It was decided that the name would come into effect as of the 1st January 1959.



The following is from the Minute books of the Federation of Camera Clubs in relation to the formation of an Australian Photographic Society.

28th January 1959

Motion - that a letter be addressed to the Melbourne and Brisbane advising them of our need of an Australian Photographic Society and of our intention of forming same, with their participation and assistance.

It was also moved that the Federation of Camera Clubs allocate £ 50 to Australian Photographic Society upon formation of same.

It was suggested also to ask Melbourne and Brisbane to put forward their suggestions for a constitution for same.



6th May 1959  - Formation of the  Australian Photographic Society

The President; Mr. L.G. Clarke informed the meeting that Mr. Andrews (President - Sydney International Exhibition of Photography) had been to Melbourne and Adelaide and had brought back a favorable report from both States regarding the formation of an Australian Photographic Society. He is now on his way to Brisbane and whilst there shall consult the people concerned in that State.

By our next meeting it is hoped that a Report from that State is available.

The feeling of the meeting was that, as each State shall be represented in NSW at the Sydney International Exhibition of Photography which shall be in Sydney sometime in August, it would be most suitable if a meeting of those Delegates could be held to finalize the formation of such body and arrange for same to commence functioning.



3rd June 1959  - Formation of the  Australian Photographic Society

The President; Mr. L.G. Clarke read a letter he had drafted out which was intended to be sent to each Photographic Governing body in each State.

The meeting approved the letter and the Secretary was instructed to see these letters were sent.

The meeting then elected representatives for the forthcoming meeting of the State bodies, they being;

Mr. L.G. Clarke (President), Mr. Andrews, Mr. K. Aston (representing the press), Mr. D.L. MacKay (Secretary ex officio).



2nd March 1960
Mr. Andrews spoke of a forthcoming meeting of the Australian Photographic Federation to be held in Melbourne on the 26th March 1960.

He nominated Mr. L.G. Clarke to attend this meeting and a second Delegate was possibly necessary.

It had previously agreed to allot money for the formation of this body.



INTERCLUB COMPETITION
This competition was inaugurated in 1951 when the leading NSW photographic clubs appointed delegates to conduct the first competition. A perpetual trophy was donated by the Photographic Society of NSW and is open for competition by the various clubs each year.
